Waldorf Man Charged With Impersonating Police Officer After Emergency Lights Used On Route 228

WALDORF, Md. — A Waldorf man was charged with impersonating a police officer after a Maryland State Police trooper reported seeing a vehicle using emergency lights and a siren while traveling through Charles County.

Jimmy Darrell Broyles-Kennedy, 55 of Waldorf, was charged with impersonating a police officer following the June 5, 2026, incident.

The case began around 7:19 a.m. when a Maryland State Police corporal was responding to a motor vehicle collision on eastbound Route 228 at St. Charles Parkway. While approaching the intersection of westbound Route 228 and Middletown Road, the trooper observed a black Chevrolet Tahoe with Maryland registration entering the intersection from the eastbound side of Route 228 while using emergency lights and a siren.

Charging documents state the Tahoe cleared the intersection and continued westbound on Route 228 in the left lane with the emergency equipment activated.

After following the Tahoe for a short distance, the trooper determined it did not appear to be an emergency vehicle and conducted a traffic stop on westbound Route 228 just before Scotland Heights Drive.

The driver was identified as Broyles-Kennedy. According to charging documents, Broyles-Kennedy told the trooper he was heading to assist fire and EMS at the motor vehicle collision.

When asked whether the vehicle was a United States Marshals vehicle, Broyles-Kennedy indicated it was his personal vehicle, according to the report. Further investigation found he was contracted through a private security contractor for the United States Superior Court and not employed by the United States Marshals out of the District of Columbia Courts.

Charging documents state Broyles-Kennedy was not authorized to use emergency lights and sirens in his personal vehicle or operate in a law enforcement capacity.

Broyles-Kennedy later told the trooper he was late for work and was trying to get there. He also indicated he did not realize he was not allowed to use the emergency equipment in his personal vehicle to get to work, according to court documents.

A search incident to arrest led to the recovery of two 9mm handguns, including a Hellcat 9mm handgun located in the center console and a Glock 9mm handgun located on the passenger seat. Charging documents state Broyles-Kennedy was run through the Maryland Gun Center and found to have a valid permit to carry.

Broyles-Kennedy was advised of his Miranda rights and declined to answer additional questions. He was transported to the Charles County Detention Center for processing.

Court records show Broyles-Kennedy was released on recognizance on June 5, 2026.

A trial is set for July 22 in Charles County District Court.
